Cabinet decides to consult legal experts on MBBS/BDS selection

The State Cabinet, on Saturday, discussed in detail about the recent order of the Supreme Court to quash the National Eligibilty cum Entrance Test (NEET) conducted by CBSE to select state nominees for pursuing MBBS/BDS course. However, the Cabinet did not take a concrete decision on whether to select the nominees from the NEET-passed candidates or to conduct a MBBS/BDS entrance test by the Medical Directorate as has been done earlier.

On the other hand, the Cabinet meeting also decided to extend the upper age limit by five years from 30 to 35 for the last time for the civil service aspirants of the state. The Cabinet also agreed to extend one more year for the Village Defence Force (VDF) personnel and also decided to amend the rules for Manipur Finance Service.

The meeting started from 3pm and went on till 7.30 in the evening. State government spokesperson and Education and CAF and PD Minister M Okendro said that the Cabinet seriously took the matter of selecting candidates for MBBS/BDS course and the discussion on the issue went on for a long time in the meeting today. Considering  the complexity of the issue and the necessity of consulting legal experts, the Cabinet decided not to take a concrete decision on the issue today.

It may be mentioned that the Medical Directorate of the state had scheduled to conduct the State MBBS/ BDS Entrance Test on June 9. However, after an interim order of the Supreme Court on June 6, the State Cabinet decided to selected nominees based on the NEET test conducted by CBSE instead of conducting a separate MBBS/BDS Entrance Examination for the state.

Minister Okendro further said that Cabinet also decided to create posts for the 498 primary teachers and 130 Hindi matriculate teachers. Earlier, the teachers have been facing problems as they could not be included in the Manipur Government Employ List (MGEL).

Meanwhile, the upper age limit of the aspiring candidates of the Manipur Civil Services Combined Competitive Examination, to be conducted by MPSC, has been extended upto 35 years. This relaxation in upper age limit for candidate will be the last such relaxation. Henceforth, there will be no further relaxations as the exam will be held for every year.

Earlier, the requisition sent by the Department of Personnel and Administrative Reforms to MPSC to conduct the exam mentioned that the upper-age limit will be 30 years. A total of 91 posts will be recruited in the said exam. These include 22 MCS, 25 MPS, 28 MSF, 15 SDCs and one Election Officer.
As per the rules, there will be five years relaxation for ST Candidates, three years for OBC and 10 years for handicapped candidates.

The State Cabinet meeting today also decided to amend the Manipur Finance Service rules. After the amendment, the entry level of MFS officer will in Grade-II (pay band 9300-34,800 and grade pay 5800) as opposed to earlier entry level at Grade-III.

As done in other states, MFS officers will have the same entry level with those in Civil Service and Police Service. This amendment will bring uniformity and strengthen the financial management of the state.

The Cabinet also put some restrictions on the issue of gun and vehicle licenses. Earlier, one can obtained these licenses from any district but from now onwards, they have to obtain the same from their respective districts only.

Minister Okendro also said that the State Cabinet also discussed ways to successfully implement the National Food Security Ordinance. The state government is trying to make PDS items available to every household of the state. For the first phase, PDS items will be distributed to the four valley districts and responsibility for this has been given to the District Administrations to make sure that the items reach to the public properly. This step will be taken up similarly in the hill districts also, he assured.
